Is there an easy way to add a “Close” link to the bottom of an HTML activity modal window?
Also, is there a LearnerCommunity Insight page or forum that described how to adjust styles?

Depending on how the user is viewing the activity, it may not be in a modal, so I wouldn't suggest trying to add a button because it won't be guaranteed to work in all scenarios.
If you want to adjust styles inside of your HTML activity, you can declare a style block, or use inline styles. You can access the HTML of the content activity from the HTML editor, by clicking Tools -> Source code
