Prevent "Never" Include questions from showing up when building a subassessment

Currently, when changing an a question's usage from "Always" or "Eligible" to "Never," the question still appears when looking to add an item to a subassessment. We do not delete our old questions - rather, we mark them as "never" use and move them to a deleted pool. However, neither the name of the pool nor the status of the usage is visible when adding questions to the subassessment. This makes it very easy to add a question that was removed due to an error or being outdated to a subassessment. If these were automatically filtered out (or if there was a way to turn on a filter to exclude "never" questions) it would make it much easier to find the correct questions to include. Alternatively, if there was a "delete" bank where we could store our deleted questions and view them, that would work too. We want a historical record of questions, but we don't want them mixed in with our current bank. Any way this could be achieved?
