Certification Product Prerequisite - Bug? Or Expected Behavior?
I created a certification product (on staging) where the prerequisite learning product includes an assessment with a maximum of 2 attempts. If I fail the assessment twice the learning product correctly shows as failed initially, but if I then re-enter through the certification menu it allows me to go back to step 1 and restart the prerequisite learning product/assessment as a new enrollment.
Is this expected behavior? Shouldn't I need to re-purchase (or re-enroll in) the entire certification product to start over on the prerequisite learning product? Or purchase and complete the prerequisite separately?

Once an enrollment associated with a certification is failed, you can't re-enroll in the now failed product again through the certification. You'd have to obtain an enrollment from some other means (enrollment code, purchase individual product separately, etc...).
Upon further investigation, it looks like the experience you describe is indeed a bug as it is not following the behavior I described above. Our team will add this as a priority item for Sprint 60 due out around 7/14. Thank you for reporting the issue.
